Richard was born at the Torrance Memorial Hospital. He was the son of Milton E. Rugg, (long time principal of Ladera and Grandview Elementary School in Manhattan Beach) and Nancy L. Rugg (nee Cobb). He attended Ladera Elementary School, Center Middle School, and Aviation High School (where he was a proud member of the Falcon's basketball program for 4 years) through which he made a number of life-long friends. After high school he attended El Camino Community College in Torrance, CA, continuing onto graduate with a BA in Finance from California State University at Long Beach.

Richard was a passionate gardener, loved the ocean and the outdoors in general, and had been enthusiastically learning to play the drums at the time of his death. He was a kind and gentle man, with a giving and caring heart, who was taken from us much too soon. He will be greatly missed, but always in our thoughts. May he rest in peace. He is survived by his sister, Susan Rugg of Saxtons River, Vermont.

A celebration of life for Richard is planned for Sunday, November 17th, 2019 at the Ladera School Cafeteria, now called the Grandview PAC, off Bell Avenue in Manhattan Beach, from 12PM to 3PM.
